Some people like feedback on what they're working on. A lot of these guys are very new to Photoshop and want to get better.

Asking the board for criticisms of their work is a good way for Photoshop/PSP beginners to pick apart the good and the bad things they're doing graphics-wise.

Personally, I just make a new sig, slap it in my profile, and be done with it. No need for fanfare or attention-drawing.
