I know why they do it but they really do go overbaord considering your fps limitation is dictated by monitor refresh rate.

Fps is subject to the person, movies are filmed at 25 fps or so but appear smooth because the frames kind of blur together, if you had a game running at 25 fps youd easily tell it was running sluggish because theres no blurring between the alternate frames.
3dfx used to say a constant 60fps was all that was required for gaming, nvidia..just to be different of course said it was 72. Some people really tear the ass out of it and say they can distinguish if a games running at 95fps or 100 fps, without a counter in the corner thats pretty much impossible.
