The goal was to remove those in power in Afghanistan who were aiding and abetting those linked to the bombing of the WTC. Snagging OBL in the process would have been a bonus.

No we didnt. The PRIMARY objective was to remove the Taliban from power. Doing so would have aided in our search for OBL, and those also responsible for 9/11.
