What kind of video format? What codec&compression? The example you gave used streaming video, do you have server side capability for this? If so, what kind of technology? Does it need to stream, can it just preload? What kind of application is this for? What are size requirements, both in resolution and file size?

I need to know or have an idea about all of this stuff, before I can give you any sort of an estimate.

I call them starving for a reason. Animators are useless in the industry, or payed poorly. Coders/Designers are the ones who make decent salaries.
