I do not believe that they are NVBs, Snopes.com has a better explanation, simply he put them to his face and forgot about the lenses then pulled them away (but some guy with a camera snapped the shot), there is a pic of Clinton doing the same thing. I'm pretty sure those are night vision binoculars. As such, they have a very tiny hole in the lens cap that allow you to use them during the daytime without damaging the device. How would I know? I used to have some.
