Its pretty easy,nonetheless,it looks badass and difficult freak:

The basics of it are easy enough. Its just getting the fine Details right.
Bad quality photos (Trees ed: ) become a pain in the ass and take a lot of time to touch up and get them to look right.

what exactly do you do to do that? seems pretty cool....what i mean by this is what tools or filters or whatever do you use?

Lasso/Brush/On a layer set as an overlay. (Ontop of the original image. + Blur tool to blend them together.
