The kevlar crotch pad that I was issued was made to be worn outside the trousers. I've never heard of any kevlar armor that is meant to be worn inside cammies for the crotch area.

the fact that it just hangs there is probably a help to, i cant imagine getting hit by something in contact with that area, the inertia of it would help the impact a bit i imagine

Thats not for bullet protection. The pure kevlar parts are there for shrapnel protection, you need a ceramic/metal plate to stop a bullet.
