console command - pointless?
 

ok my friend told me to type "r_picmip 0" into the console then type "vid_restart" i did and whoah and behold my graphics were maximum but i was getting the same FPS as i would if i had gone through the options and changed the graphics, now can someone please tell me what the point is in this command?

Well, if the graphics are exactly the same, then I guess he just showed you how to do this without using the menu.

Vid_Restart only refreshes the video of your game, this has nothing to do with a performance tweak. You use this if your game is glitched (Axis holding allied weapons, no weapons, invisible players, etc). Otherwise, this really won't effect your FPS.
