Anyone wanna tell me what the signifigance of saying "a van down by the river" numerous times is, and why exactly its meant to be funny?

yeah ive seen that "van down by the river" phrase used before though, i thought it was just something americans understood. I got what it meant in the video just wondering about the phrase in general.
