Anyone wanna tell me what the signifigance of saying "a van down by the river" numerous times is, and why exactly its meant to be funny?

oOo:

Simo Häyhä 10-25-2003 12:24 AM

in that skit he is a motivational speaker but the fact that he dosent even own a house shows he cant even manage his life. plus all the energy he puts into his comedy makes it hilarious

yeah ive seen that "van down by the river" phrase used before though, i thought it was just something americans understood. I got what it meant in the video just wondering about the phrase in general.

The phrase in general is from the skits with Chris Farley, it's pretty popular.
