tell me please :)P

If your running OS XP and have DSL and use explorer as your web browser can you really quick help me?
If someone could close all there webbrowsers then press ctrl+alt+del and go to "processes" Then check if explorer.exe is still running even when you dont have it open. I ask this because it is running on mine even when im not using explorer and my dsl modem light is flickering like crazy and my connection speed is all over the place. I just wanna know if explorer, being on, is noraml or not.
