and no you cant, just the general area, you wouldnt be able to know an exact household unless you worked for the isp.

and then if they are smart they use a proxy so the ip changes everytime.

yeah it violates some internet privacy act thing

and also its easiest if they have a static IP address that belongs strictly to them, but in some cases, most cases, its only static IP addresses that you can trace, but ya, its illegal

its not illegal to do a tracert on an ip. and other than finding out location itll be hard to find out who the ip belongs to. i seriously doubt an isp would give out that kind of information anyway.

its not illegal to do a trace an IP, but to trace an IP to a specific user (static IP only) requires much more effort, usually hacking, therfore it's illegal. unless of course you are a law enforcement official with a warrant
