It happened in 2004 but they're giving him the MOH now....

well i dont know anything about the process of giving out medals of honor, but why couldnt they give it to him in 2004?

they have to do some investigation for every medal of honor they give out, to make sure the story's not bullshit, that the action actually warrents a MOH, ect
