Client settings - Possible to check?

I wonder if it's possible (as an admin) to check client settings, like the "r_picmip" parameter? I am running the 1.11 version. I hate all kinds of cheating, so I just would like to know if it's possible to check such things.

you don't need to since nobody is cheating in 1.11
