is there a possible way to increase and decrease the scale of the pattern??

Select a smaller/larger cloning tool brush size prior to sampling. That's about all you can do.

You can also create a marquee selection then click edit/define pattern.

Drag out a new marquee on, in or around the object or layer you want to fill and click Edit/fill/ and from the "Use" dropdown, select Pattern.

The "Custom Pattern:" menu appears allowing you to select your newly created pattern.

Once you've clicked on the pattern you want to use, it is automatically applied to the area defined by your marquee selection.

I guess if you really want to scale up a pattern, you can fill a marquee then use your Edit/Transform/Scale or Ctrl+T to scale it up.
