check your main and mainta directories for
User-RND-Fastest-Intro-Skip.pk3
Or it may re renamed to something else.
It's a very small .pk3, under 100kb

There is a good chance if your noticing it on several servers the problem is on your end or your route to the server.

The best way to check for spikes which would show as lag is to use a ping...
