As much as At&t cable can suck ass at times, my ping has always been in the low 30's. They increased the speed of the connections for us too. I used to run 900 kbps, but now its over 2000. Not bad...

Quite easy. open your console with the ~ key. type as one word callvote then enter what you want to vote on, naps, or kick player, ect.
