It's not a stinger, they look different.
I believe that the Chechens captured a vast army depot in the region during their first attempt at breaking away in '94 I think, when Yeltsin botched the operation and pulled the troops out. Being a border republic Chechneya would have had a lot of guns and ammo in various warehouses.
