This is correct.

Here's some math kids.

City A has a pop of 100,000
City B has a pop of 1000

A has a crime rate of 10/1000 and B has a rate of 20 per 1000.

So while B has a higer crime rate among smaller sections, A by virture of its size has MORE crimes.

And this doesn't even take into account WHERE these crimes are commited. All of NYC's crime could be centralized in ONE area, while those in St. Louis could be spread out. Freaking New Yahkers.
