People are born with a set of characters and personalities, yes, that's been proven genetically. If you think about it, it's true that a lot of things happened (or did not happen) to you because of the way you acted in general, and how you've reacted to different situations; Now if we expand the theory, it's also true that the people that affected you the most (ie your parents, friends, mate) affected you the way they've affected you because of their own characters and personalities, which are also pre-determined and affectable by other people around them including yourself. IMO a person's character is a constant in the "fate equation".
Don't believe that's a constant? Let's take your health as an example. How heathy you are is predetermined genetically, some were born stronger / taller / bigger / smaller / longer (?) than the others. How you react to situations (bun gee jump, yes? no? unprotected sex yes? no?) is also predetermined by your character, so even how long you live can be estimated quite precisely once you were born by guessing how likely you are to be involved in an accident and how likely you are to have a heart attack.
Still, that leaves us with a variable called dumb luck. For example, you, being a physically fit person, walk down the street one day just minding your own business, staying out of trouble; where suddenly a drunk trucker ran you over with his truck from behind @ 100 MPH. There's no way that anyone, with any sort of character, in any sort of physical condition, can react to that, basically any person in the world put in that situation will die. So you died, sorry, that's what I called dumb luck.
Combine the two and you have fate. At this moment of my life, I will agree that ~80% of the time fate is in your own hands (see the "constant" part), but 20% of the time, things happened because they happened and there's just not a damn thing you can do about it (see the "variable" part).
