I don't think it's lack of ram alone. I had 448 megs and still had the problem....my card (then... a voodoo3 2000) only had 16M onboard. As soon as I got a TNT2 it became less frequent. Now with a GF4 Ti4200 128 it's a non-existant problem. I'd say lack of board ram to cache textures in my humble opinion and experience.
Edit... One other thought...go into your BIOS and find an option that reads "AGP aperture" or "Graphics Aperture" or similar..... turn it up a notch or two. (only will work with AGP cards however) This allows the system ram to be used by your video card in increasing increments.
