Its faster in the long run. As soon as the puck touches the line, the whistle is blown and a faceoff can take place. With the players having to touch the puck, that means they have to skate down the length of the ice to get it.
I've seen it work in the WHL. I think they've always had no touch icing. I had season tickets last year. I like it. You ice the puck, thats the end of it. I'd probably say its primarly for player safety. I mean, you have guys that are worth 5 mill skating super fast into boards to grab a puck. I remember iginla getting hurt a little from chasing one down. It would suck for the game if he went down with an injury, or anyone else of his profile.
