This is true, but it isn't because the "higher up's" are overlooking them. A strong case could be made for piss poor planning and slow reaction time, but does anyone really believe that George Bush said "fuck it, we'll get to the poor blacks when it is convenient." The idiots roaming the streets with guns and shooting at helicopters and rescuers certainly didn't make the envirronment more conducive to rescue operations. Besides, this is a red state.
