How does an average person give up liberty in those cases? People don't even know they are being watched, so how can it infringe on their rights if they don't even know it's happening and it doesn't affect them in any way? As long as there are checks for corruption and misuse, these "violations of liberty" don't affect anyone negatively except for people who are doing something wrong...
