I don't think it's both of those. I say mutual agreement and colaberation is holding everything back. Yeah, there are people that wanted a new amazing building, other that wanted a replica of the buildings, and other just wanted a small area with statues and stuff. People disagree on things, but they can work together for a common cause. I know they really want to do things right because it's going to be looked at by the world for years to come. Messing up on an important memorial (building or statue) would be devistating.
So i can understand why there would be a lot of time building the thing. Think about it...they have to plan every single room of the place. BUT they should have been farther along in construction.
