[/quote:af6eb]I'd say for the most part it can be both. Like I said, you're not gonna have kids bring overalls to some school in LA and have it hit. But you can take a place like PennState (obviously using it as an example bc it's my own experience) and build a whole city around the college. There's nothing but cows here but the 43,000 students or so make the city themselves and the whole downtown area affecting what businesses open up and such.
