A debugger generally relates to a program that has crashed/expirenced errors, and Windows attempts to "log" the error. This is known as debugging. Most of the time, it encounters when you try to open a webpage of some sort.

My advice would be to reboot, upgrade to IE6.0, SP1, if you haven't already, and like DAD said, post your specs, please.
