goto Control Panel > Add Remove Programs > Windows Components
if theres an optional debugger running there get rid of it
if theres not goto Control Panel > Admin > Services
kill the debugger service and set it to manual startup (dunno specific name.... never run WinXP)
these debugger things not usefull for anyone.... just get rid of em
