You cant just abandon a whole city. I mean its not like the old days where you could just found a wooden shanty town and have it evolve. Were kinda at a point where what we have for cities is pretty much it. A city of its size is something you cant just say "hey, you millions of people can never come back".

Rebuild it with safeguards against this type of catastrophe. Stronger levees are a good start.
