That would be a cable moden, right. Your speeds are a little higher than mine, but about the same. Go to dslreports.com and run thier speed test to see what the real world speed is. I have my max players set to 8. I have had it set as high as 12, but recieved complaints of lag, so I turned it back down. My max ping is set to 250 and the min is 0. I have found that if your ping is higher than 250 your game suffers. Go join some game with a 250 ping to see what I mean. You need the min set to 0 so you can join the game on your LAN. Don't want to lock yourself out. That leaves the rate which is the amount of time the server spends with each client. There is a formula (upload speed / (# of clients * 8) = sv_maxrate) in the guides section at mohadmin.com which will allow you to calculate your rate. I have my rate set to 3000. I have had it set as high as 5000, but would get complaints of lag from 1 player (out of 6 or 7 in the game). I hope this helps dude.
