Bloom is kinda like hdr but not as excessive of an effect, just gives a slight glow whereas hdr can be sort of over the top to say the least. FSAA has nothing to do with bloom or hdr, it just removes the "jaggies" from games at the cost of a bit of a performance hit. Ati x1k series (x1800\x1900) can do hdr+FSAA in this game with modified drivers ati came out with to support it. At the minute only xbox360 and the x1k series are capable of this, nvidia have no support for it in their cards hardware.
