actually i think its supposed to be 30's New York cuz last time i checked chicago didnt have towns called hoboken and New Ark (aka newark) those are new york towns anyway back to the game....i loved mafia i just beat it couple weeks ago.. i since uninstalled it...i dont know about any mods but i do know there is a cheat helper program...and i have all 20 levels of the saved game files if you want those pm me
