How do I set cheats on?!?! I want to see that FG42.

I try to add +set cheats 1 +set thereisnomonkey 1
and I type this in the console: cheats 1 then restart and when I try to type spawn or give it says u must run a server with set cheats 1!! WTF!!!

I type this in the shortcut and the console and it still say me that I have to run a server with set cheats 1!!!

What im doing wrong?!?!
