Dude its just a cool movie! Chill out. Besides, it would be smart to program robots to take cover, no matter how much armor things have its best to not get shot at.

For that robot to be able to police, make decisions, and ultimatley put others lives in the hands of a piece of metal, artificial intelligence would have to be at an equal level to our own. There's no way that today you can give a robot a weapon and let it descipher good from bad, right from wrong and make decisions that effect people's lives. Yes this will probably be the reality, however, not for quite some time.

The robot would be able to differentiate good from bad exactly the same way we defferentiate good from bad. The technology needs to be there, and its not right now. But it will eventually.

BTW, do you guys have sound with that movie? There was no sound for me.
