Like i said, hard to comment without knowing details. I'm sure the officers did what they were trained to do but somehow the bad guy(s) had the edge.

Probably won't know for a while about exactly what happened, so really I can't tell you either.
He easily could have been a trained woodsman/ hunter etc. and finding cover in a forest in the winter is extremely hard. considering the foileage is dead, and white snow covers the ground.
