If you shoot someone accidentally, you will most likley be charged with something regardless if it is an accident or not.
but there is such thing as an accident with no one at fault. to use the car example, there were two girls who graduated from my highschool and on their way to college one weekend, they swerved around a deer that was on the road and into a semi and both died. Who is at fault there? no one, I'm just saying there is such thing as an accident with no fault.

Saying, "Cheney shot another person" makes it too simple, there were obviously other factors involved, most of which we will never know because we weren't there.

If this happened to anyone else, it would be dismissed, they would say, whoops, it was an accident, maybe take away his license, but they wouldn't do anything unless it was determined that he was actually being negligent in someway.
