The editor that is released are sometimes misstaken for an SDK, it's not an SDK just a plain level editor. Download the editor here (mohradiant).

btw I've read one of your other posts and now I'm sure that you haven't mapped for mohaa before. Just want to say forget about changing Stalingrad 2 until you have played with this editor for a couple of months (or years).
