They ain't cheating. You could have been on a realism server, and even if you weren't you can still die that fast to most weapons.
Just because the killing shot was in the foot, doesn't mean every shot was.
You could get hit 2 times in the torso, then once in the foot with most weapons and die (non realism).
There is no way to cheat by increasing damage that weapons do. Not unless you make it universal and you are the server. But then that'd be the same for everyone on the server.
You will play many players in the future who will beat you easilly and kill you in ways that you can't fathom and very few of them will be cheating.
You will, sadly, have to get used to it and realise that crying cheat will just make you look worse.
You haven't done that here. You just asked which is a good way of going about it
Just to let you know that this kind of cheating just isn't possible.
One thing I would suggest if you are being beaten often by one particular player is to go into spectator mode and watch him play for a few rounds. It might give you a few tips on how to improve your play.
Watching others play who know what they are doing is a good way of learning yourself (it's worked for me in the past in other games).
