the reason why is this. where i live is surrounded by areas statisticly proven to be some of the roughest area in America. They are not just black people--these are the def. of what some might call N*****. just today some kid in my class told a teacher he would rather be "running his block" than being in school. 99% of the black people are here are from these areas-one of them being grady-homes--the city of atlanta police will not even go there. so therefore the black people are the ones that usually drop-out and fail.

I hate highschool but I realize if I drop out I am a drag on society. Welfare should really be restricted. I bet if you look at the amount of the population that is on welfare or uses stamps it would be very comparable.
