* I would have put this togather sooner, but work has been tough these last few days.

+1 for the Admiral for a great topic.

This is long, look for the bold type at the begining of each section for the short versions.I'm doing that because I want to show HOW I would do these things, instead of just saying I would do them. Solutions are EVERYTHING!

1st.- Energy Independence. This is by far the largest problem facing the US today. We need to develope alternative fuels, better means of transportaion, and less dependancy on oil as a "all-in-one" product.
-Solution- We begin by passing laws that require every company associated with oil or energy products to devote a 20% income pay to research & developement, to include import companies.
- This could create mild inflation and possible reprocutions to consumers, but would also provide a future of less dependancy.
We also build and fund a national energy research laboratory, and employ the best scientists in the country to work there. Thier goal will be to develope new automobiles, new mass transportation, and new home and business energies. These advances will be patented, but provided via government contract to AMERICAN businesses. (Sold to oversees countries interested in purchaseing the patent, income generated will be donated to reseach center & employees)
-Everyone will pay a $1.00 tax per year for the funding of the lab on thier income taxes... no excemptions allowed.

2nd.- War in Iraq. This conflict, whether it should have happened, or not, is now on our shoulders. We have a resonsibilty to do as much as we can to assist Iraq in its new government. Troop present will desolve to none, and there will not be an American base on Iraqi soil.

3rd.- Terrorism. I have several ideas to improve the security of our country, and they are listed below.
-A.- Nationwide ID cards/Drivers licences. The Dept. of Motor Vehicles (DMV) will be centralized and will be a federally operaated organization, no longer state run. We will create computer readable Driver's licences that will enable everyone to be able to drive nation wide regardless of residence. You will no longer be required to get a new licence if you move out of state. These licences will provide Police/Federal officers with the same information it currently does, and will act as a personal identifier.
ID cards, with the same technology will be required for those unable/unwilling to drive. These ID's will be monitored at federal instalizations for warrent/arrest information and for terrorist screening. You will be required to show your ID to board a plane, drive a vehicle, get a job, ect. Renewals will be required every 5 years, and all driving laws that are "state" only will need to be met to drive in the state.
-Some privacy freaks may wig on this, but there is basically no change to how things work now... just different people looking at your info & privatized funding. The DMV will provide it's own funding via charge for renewals/ID cards/Driving licences.(This saves the Fed tons of cash!) Federal Driving age: 18 Permits availible to 15-17 year olds, as determined by state.
-B.- Immegration & Border patrol. Instead of fighting to keep people out, we will develope huge centers for new Americans to come to and become citizens. This will help us to be able to actually monitor WHO is coming into our country!This will also employ thousands of American soldiers.
-How we start- We build a huge welcoming/processing center in S.Texas/S.California & re-open Ellis Island. All immegrants must pass the requirments and will be issued an ID card. They will then be temporary citizens until thier citizenship is awarded by the Dept. of HLS (Home-Land Security).
We will be closing all un-needed forien bases...perminatly. All soldiers employed in forien bases will return to the US and re-employed within US territories. Disbanded divisions/units will be meshed togather to form new unit devoted to civil service. They will build roads/schools/firehouses/ect. and will work as border patrol and State employees. All profits made from the sale of bases abroad will be funeled into a bonus program for employees each year on Dec.1st.
-How it works & Why- The cold war is over... we no longer have any use for 40+ bases in Germany, nor do we need to act as the worlds police. We have better use for America's finest here at home.
Using a centralized ID system, we can make use of the new Dept. of HLS and ensure that we are not giving terrorists a free ticket into the US. Immegration is as American as it gets. It is estimated that 48% of all people born in the US living today can trace thier geneology to someone who immegrated via Ellis Island! Amoung them are Henry Ford(Invented the car), Einstien, Frank Sinatra, Irvin Berlin, Bob Hope, Greta Garbo, Manny Ramirez, David Ho(AIDS Research Scientist), the Govenator, ect. No person should be refused these freedoms, we have so much to gain, and so little to lose.

4th. Education. We, as a people, are terriblly under-educated in comparison to the rest of the world. We will enact new laws and significantly raise teachers saleries... we will also alter our curriculum to match a changing world.
-Solution- We begin with new laws that will effect banks, lenders, and large comercial corporations. They will be required to either establish grants with multiple recipiants(more than 10K) or will pay an additional % in taxes each year to fund education. This coupled with a lower burden on Federal funds(see military changes & DMV funds) should account for a signifigant increase in teachers pay. School board Administration will be required to show that their saleries match that of teachers.
Next we change current grade school curiculums to match the best in the nation. We will include a second language(state selected) to Grade school studies as well.
High Schools will follow suit, and will include new studies in Personal finacing, Business, Art, and Science. College credit courses will be made availble.
Higher learning will focus more closely on the actual needs of the degree instead of a "basic" class set. This will cost students less and make for a more useable degree.

5th. Federal laws restricting Advanced research will be removed. We, with close federal guidlines will allow the research of Cloning, Stem Cell, Genetic Enhancement, & other "questionable" researches. Each institute desiring to explore these technologies will be required to keep on-staff a government affliate to ensure that federal laws are met.

if that was the case, then bush should have waited until the army had the supplies before he sent in the troops. if the clinton military was so underfunded, then it wouldnt have been able to knockout the taliban and iraqi govt. lack of armor and equiptment was only noticeable until after the occupation began and when bush introduced his first military budget.

special forces knocked out the taliban w/ a little help from the northern alliance, clinton did cut military spending quite a bit , and he was also really soft on terrorism ( didnt really make any effort to go after OBL , even after 2 embassies were destroyed and other terrorist acts were committed).
