It stops verticle tearing which occurs when your frame rate is lot of faster than your refresh rate. So if you have a shitty monitor and a really good video card, you should probably use vsinc.
If your refresh rate is 60, it doesn't matter how many frames get drawn: you'll
only have 60 of them... anything over and it's discarded.

Edit: discarded is an ugly word. The appropriate term is "ignored". You could let
3 frames pass before your monitor actually re-draws the screen. Frame #1 drawn,
3 get ignored, Frame #5 drawn, etc if you follow the example...
