they are able to drop these 3000lb sandbags to try and fix the levee, i haven't heard anything about dropping food/water to the major areas of people. I read an article this morning that had a picture of a helicopter trying to land to bring in supplies. The people rushed the chopper to the point he was not able to land and the crew had to toss the water out at the people from ten feet overhead. Other relief helicopters have reported being shot at. Strange.
