I think you need to edit the TIK files found in Pak0 in the main folder. Under models/fx you'll find files for concrete, wood and so on. Open them and set the SCALE higher. Here's what I mean:
scale .5 <- Edit this!
path models/fx/destruction/concrete1
skelmodel concrete1.skd
surface material1 shader concrete1
