I think no matter what you do, whether you stop people from having kids or not, this type of shit is still gonna happen. Remember that guy in the news who killed his whole family because "God told him to"? You might be able to monitor someone who has a past with violence, but how well can you watch people who go insane after they've already had children? People are always gonna kill their families and stupid tragedies like this are always gonna happen, no matter what goes on to try to prevent it.
