In the Pak0 are as you know all the shaders defined. The barracks.shader file seems to be the logical target but contains the definitions for these 3 tga files.
textures/barracks/mag1
textures/barracks/tentallies
textures/barracks/pinup1

Your AD_1 TGA is however not in there. So unpack all shader to a folder , do a text search a voila ad_01.tga is found in the decals.shader.
france_advert1
{
polygonOffset
{
map textures/barracks/ad_01.tga
blendfunc blend
alphagen vertex
rgbgen vertex
}
}

Now you only have to search for the map that calls the france_advert1.
