This option was removed, but commands were not. The only way to do this is: 1) Use a TV-Tuner card and hook up your PC to your VCR 2) Physically tape the monitor with a camcorder. 3) Use a method that DogMeat knows that takes constant screenshots. It won't include sound, but you can animate the screenshots to make a movie.
