It's not like the gov't doesn't have any money, it's just all the red tape can be misleading, and some dirty fucking politician may "accidentally" transfer money into this bank account in the cayman islands.

Seems to me that poor bastard who was jailed could sue the government for defamtion of character and unlwful imprisonment. I hope he does, and I hope he guts the fucking shit out of the treasury department. Fucking assholes.
